Azerbaijan's ICT investment rises 57% as sector output passes $1.2 billion

Investment in Azerbaijan's ICT sector rose 57.3% year-on-year to 376.5 million manats in January–September 2026, while sector output grew 11.1% to 2.057 billion manats, the State Statistical Committee reported.

Investment in Azerbaijan's information and communications (ICT) sector totalled 376.5 million manats (about $221.5 million) in the first nine months of 2026, a 57.3% increase on the same period of 2025, Azerbaijan's State Statistical Committee (Dövlət Statistika Komitəsi) reported, according to Report.az on 16 October 2026. A separate Report.az item the same day put the sector's output growth at 11.1% over the same nine months.

What the data shows

  • Investment: 376.5 million manats (about $221.5 million) in January–September 2026, up 57.3% year-on-year; the sector made up 2.6% of total capital investment in the economy during the period.
  • Base effect: full-year 2025 ICT investment stood at 373.6 million manats, itself 46.7% lower than in 2024 — so the nine-month 2026 figure already exceeds all of 2025.
  • Output: 2.057 billion manats (about $1.21 billion) in January–September 2026, up 11.1% year-on-year; September alone produced 282.3 million manats, up 30.6% year-on-year.
  • Share of GDP: the ICT sector accounted for 2% of Azerbaijan's GDP in the first nine months, a period in which overall GDP grew 1.5% year-on-year to 102.048 billion manats (about $60.03 billion).

Both figures come from the State Statistical Committee, as cited by Report.az; no breakdown by sub-sector (telecoms, software, data-centre capacity) was given in the two releases.

What it means for Azerbaijani companies and institutions

The jump follows a weak 2025, when ICT investment fell 46.7% from 2024, so part of the rebound is a low base rather than a structural shift. Even so, a 57% rise in one year puts fresh capital behind the digital infrastructure that the Artificial Intelligence Strategy for 2025–2028's goal of creating favourable conditions for AI implementation depends on, alongside its stated goal of strengthening the economy's competitiveness. For companies bidding on state ICT and data-infrastructure contracts, and for agencies tracking the national AI rollout, the nine-month numbers are an early signal that sector spending is accelerating again, not confirmation that it is being directed at AI projects specifically.

Why it matters

Azerbaijan's AI ambitions, formalised in last year's national strategy, depend on continued investment in the digital infrastructure that underpins them. A 57.3% year-on-year rise in ICT capital spending, off a low 2025 base, is the clearest sign yet that the sector is being refunded after last year's slump — a precondition for, though not proof of, faster AI deployment.
